I was first involved in the field of development assistance in 1997 and so far have experience in Cambodia and the Philippines. From this March, I was assigned in Cambodia again as JICA expert on Drug Control Project.

“My first impression” of my second visit to Phnom Penh was “Gosh! It is not dusty any more!” Many areas in Phnom Penh had dirt roads which caused pains in my eyes in the past, but now I can see its development which surprise me a lot. I confirmed it when I saw some of my acquaintances who became socially and economically independent. They are handicapped, which is not rare in Cambodia because of the civil war in 1980s and lack of social and health services. Some of them used to work at a national center of the disabled, are now running Cambodian silk made handbag shops in the heart of Phnom Penh which are popular among tourists and foreign expatriates, even exporting goods abroad. A man who used to be massager at that disabled center became a leader of the disabled, discussing some relevant issues on the TV. I cannot help but wonder how much I have progressed in my life when I see them.

プノンペンで自立していく障害者たち

「うわーっ、埃っぽくない！」これが２度目のプノンペンの「第一印象」だった。以前は舗装された道も限られ、赤土が大気に混ざって一歩外を出ればその埃で涙目状態だったのが今はすっきりと道路整備され、街にも活気が見られる。以前顔見知りだった人たちとも行く先々で再会し、懐かしい気持ちと驚きで毎日が新鮮だ。その中でもカンボジアの障害者たちの自立は思っていた以上に顕著な気がする。カンボジアには元々、地雷の被災者や小児麻痺等で障害を背負った人が多く、国やNGOが支援を行っているところだが、以前は、半官半民で運営されていた障害者センターの中でカンボジアの布を使った小物類を細々と売っていた人たちが、今では、市内のあちこちに店を構え、デザインや使いやすさ、色などを考慮し、お洒落な鞄や小物を作って売っている。観光客や日本人をはじめとする現地の外国人にも好評だ。そして、以前は同じセンターでマッサージ師として働いていた男性は、今や障害者問題を論じるリーダーとして活躍し、TV番組にも登場していた。途上国の技術支援を行っている身ではあるが、こうして次々と自立の道を歩んでいる人々を垣間見、果たして自分はどこまで進歩しているのだろうか？と思わざるを得ない日々だ。
